The Permanent Affordability Commitment Together (PACT) program is NYCHA’s initiative to renovate public housing by transitioning developments to Project-Based Section 8, ensuring permanent affordability and funding for comprehensive repairs. It leverages public-private partnerships to upgrade buildings while protecting resident rights and keeping rents at 30% of income.Key Aspects of the PACT Program:Renovations & Repairs: PACT unlocks funding to modernize homes, including new kitchens, bathrooms, and upgraded building systems (roofs, elevators, facades).Funding Shift: Developments convert from Section 9 to Project-Based Section 8, providing more stable federal funding for long-term maintenance.Ownership and Management: While private partners handle repairs and daily management, NYCHA retains ownership of the land and buildings.Resident Rights: Tenants retain rights similar to public housing, including automatic lease renewals, rent-to-income ratios of 30%, and recognized tenant organizations.Scope: As of September 2025, over 146 developments and 39,000 apartments are in pre-development, under construction, or completed.

Helping Hands Ministry

501 (c)(3) Brooklyn, New York, NY

Established in 1991.

We provide critical assistance to individuals reentering society from shelters, the streets, or the prison system, including job training, CDL certification, and help obtaining identification. Our approach includes offering showers, food, and clothing at our facilities, as well as deploying rescue vans to reach those in need.

We treat every client as part of our extended family, offering compassion and genuine care, rather than just services.

Key Outcomes and Measurable Success.

The key outcomes we hope to achieve include reducing homelessness, preventing evictions, and facilitating successful transitions for individuals returning to society from shelters, foster care, or prisons. We aim to see families stabilized through access to safe housing, employment, and training opportunities.

Measurable success will be tracked by the number of individuals we successfully help transition into permanent housing, gain employment, and obtain necessary resources like identification, driver’s licenses, and professional training certifications.

Additionally, success will be reflected in the trust we build with our clients and the broader community, as we aim to be recognized as the go-to resource for comprehensive community aid.

We seek to restore hope and dignity, particularly for our street homeless population, who often struggle with broken trust. By offering consistent support, we aim to become the first organization that people turn to in times of need.

Scale and Scope

While we currently operate on a local level, our vision is to expand nationally. We want to create a model of holistic community support that can be replicated in other areas facing similar crises.

Our long-term goal is to be known not just locally but across the country as a leader in transitional services, helping people rebuild their lives with dignity, respect, and comprehensive resources.

This initiative will leverage existing affordable housing resources , innovative financing models, and community partnerships to acquire and rehabilitate rent-stabilized buildings, offering current tenants and income-qualified new buyers the opportunity to purchase their homes at below-market rates with long-term affordability controls. Over time, as rent-stabilized units become vacant through natural turnover, the Program will convert those individual units into income-restricted condominiums for sale. This would be a gradual process of strategic Vacancy Management.
